Islamic Relief Updates on the earthquake at PADANG, SUMATERA

EMERGENCY UPDATE

Updates issued are based on the info provided by Islamic Relief field office in Indonesia and from IRM representative, Mr. Iskandar Syah Ismail who went to most affected areas in Padang, Sumatera for initial assessment

Update as on : 3rd October 2009

Area of Impact: West Sumatra Province: Padang City, Padang Pariaman, Pariaman, Bukti Tinggi, Padang Panjang, Mentawai District. The worst affected areas: Padang Pariaman, Padang city and Mentawai.

Latest:
1.    Islamic Relief Assessment team arrived in Padang District on the 3rd October 2009.
2.    The Mayor of Padang and the President of Indonesia have now formally stated that Padang would welcome International aid.
3.    The central government has set up temporary emergency response activities for a 2 months period and will be leading the response.
4.    The DEC has agreed to launch a joint appeal for Indonesia, Vietnam and Philippines.
5.    Please note: the emergency is now being marketed as the ‘Indonesia Sumatra Earthquake’

Current Situation:

At least 715 people are dead, 2,400 badly injured and 20,000 homes heavily damaged (UNOCHA figure), with Padang city and Padang Parianman District being the worst affected. The number of casualties is expected to increase. Ministry of Health fear as many as 3,000 people may still be trapped under rubble and the death toll could reach 5,000.

Two earthquakes stuck Padang District on the 30th September 09. One 7.6-magnitude quake struck at 17:16 local time (10:16 GMT) causing a small Tsunami, followed by a second Earthquake at 17:38 local time measuring 6.2 magnitude.

Severe damage to infrastructure will be one of the biggest challenges for aid agencies trying to bring relief to the survivors of the Indonesian earthquake. As rescuers and assessment teams start reaching Padang, reports that bridges and roads are destroyed in the surrounding districts poses a big logistical challenge. Several roads are blocked by debris from landslides. The route to Padang Pariaman from Padang is cut off. "There are a number of people and relief teams trying to get in over land and I haven't heard that they've managed to get in."The concern is that petrol stations and fuel stations have all been damaged. Within a short time there will be a shortage of fuel, and the sewage and water systems in the city have been destroyed." Mercy Corp Country Director.

The electricity and Municipal waterworks (PDAM) also are totally off and make the situation more complicated and difficult to access the scale of the damage. However, the government are trying currently to repair the electricity operation. Some telecommunications networks are now up and running but the lack of electricity means that many communities cannot charge their batteries.

Most public services are still not working at normal rate, but police and military personnel are in place. Most Public Markets are ruined, so that emergency response material will need to be purchased outside West Sumatra Province.   

Heavy rain is still pouring at Padang City and Padang Pariaman District causing disruption to the rescue effort and stones and mud to slide down the hills onto roads and houses. Blackout in West Sumatra Province and rain have hindered the evacuation process. Refugees are predicted to be stranded in the fields without any protection, electricity, food, and water.  

Current Needs:
Latest highlighted needs include: soap, petrol, generators and jerry cans. Education and post-traumatic counselling is also a priority.

•    Instant food for adults, Baby food and potable water will be required by the IDPs and survivors in Padang, Padang Pariaman, Mentawai, Pariaman District for at least 2 months period.  
•    About 100,000 plastic sheets are required for temporary shelter.  Tents would be better.
•    Clothing: shirts are immediate needs for adults and children
•    Blankets, sanitation, and Hygiene kits.
•    Temporary latrines
•    Medical treatment and psycho- social treatments
•    Heavy equipment such as bulldozers, excavators and concrete cutters

Current Response:
•    The government has so far pledged 1 billion Indonesian Rupiah (US$103,700) for emergency responses and has sent in teams from neighbouring areas.
•    The Government of Indonesia (GoI) is leading the emergency response. Any assistance provided by the humanitarian community is to complement the efforts of the Government.
•    BNPB has set up a command post in the city of Padang and provided Rapid Response Team, IDR 5 billion mosquito nets, 5,000 blankets, 5,000 sleeping mats, 100 packages of kids ware, 100 packages of clothes, IDR200 million (US$ 20,000.00) of operational costs, 1.5 tons of medicines, 200 body bags, 5 tons of infant food, 3 tons of food and 196 personnel (including 75 medics, 60 paramedics, 5 health workers).
•    The Health Crisis Centre of West Sumatera has deployed/distributed a field hospital, while the Health Crisis Centre of North Sumatera has deployed/distributed medicine, 100 body bags, 30 boxes of baby food, 3 oxygen tanks, 3 ambulances and 1 operational car.
•    The national Health Ministry, in partnership with WHO has deployed 200 medical personnel.
•    The Indonesian Red Cross (PMI) sent a team of 10 medical personnel (orthopaedic surgeons, general practitioners, nurses), two staff for restoring family links, two staff for water and sanitation, two psychology staff, and 220 volunteers. PMI further provided 2.5 ton of drugs and food parcels; baby food, 1,000 tarpaulins, 5,000 sarongs, and 5,000 blankets.

Islamic Relief’s Current Intervention:

•    Currently IRI team is sending 3 staff; including a senior officer, IT and media staff to Padang by October 3rd 2009 to undertake an assessment, attend coordination meetings and deliver the stocks IRI has available; including:
o    150 tents
o    One water purifier machine that can produce water 5,000 litre per hour.
o    Two generators.
•    IR is in constant contact with UN-OCHA, UNICEF, Oxfam, and members of WASH Cluster.
•    In 2008/2009 IRI undertook a watsan intervention in Padang Pariaman District and has drilled 22 wells and trained some local communities in water supply system. Thus giving us a good understanding of the communities in the area and their needs.

Future Plans:
Islamic Relief plans to support 2,000 households in the current days with an initial allocation of 50,000 GPB from IRUK.
 
 

Updates as on : 1st October 2009

Current Situation: 

At least 528 people are dead and 2,000 badly injured (Indonesian National News figures), with Padang city (226 dead) and Padang Parianman District (75 dead) being the worst affected. 80 peoples still are trapped under rubble in one hotel in Padang city. International news stations including the BBC and IRIN are reporting much higher casualty figures (over 1,000) and the situation may change rapidly as more information becomes available.

The epicentre of the 7.6-magnitude quake was about 50km (30 miles) off the coast of the Indonesian island, near the city of Padang. The earthquake struck at 17:16 local time (10:16 GMT) some 85km under the sea, north-west of Padang, causing a small Tsunami. A second Earthquake then struck at 17:38 local time measuring 6.2 magnitude. A tsunami watch issued by the Pacific Tsunami Warning Centre in the wake of the Indonesian quake has been lifted. 

There are reports of widespread destruction to buildings, roads and bridges, caused by the earthquakes and several subsequent landslides; several building has collapsed and fires have been reported around Padang city, including one which caused severe damage to the local market. Telecommunications and power lines are damaged disrupting communication networks, phone lines and electricity. 

According to reports in the affected area a hospital in Padang City, the University of Andalas, and hundreds of houses are reportedly damaged, Hundreds of residents are apparently still trapped in multi story building.

A large number of building have collapsed or are severely damaged. These include; The Department of Marine Fisheries of West Sumatra Province (collapsed), Office of Financial Management Regions West Sumatera Province (collapsed), Bappeda West Sumatra Province (heavily damaged), a Mosque (heavily damaged) and a large numbers of hotels, shops and residential buildings.

Current Needs:

· Food and potable water will be required by the IDPs and survivors in Padang, Padang Pariaman, Mentawai, Pariaman District at least for 2 months period.  

· It is predicted that 100,000 plastic sheeting will be required for temporary shelter, and tents where possible would be preferable.

· Clothing: shirts in immediate need for children, blanket for the IDPs. 

· Some medical treatment for injuries.  

· Temporary latrines in IDPs sites and water for sanitation purposes. 

Current Response:

· The response is being coordinated on the ground by the BNPB (National Board of Disaster Management) supported by 7 Ministries.  It is still not clear whether UN-OCHA will activate cluster approach or not.

· UN-OCHA and UNICEF have sent one team to do assessment and provide relief items.   

· The Pusdalops Building Disaster (Crisis Center) West Sumatra Province  is undertaking response efforts despite sever damage to their buildings.

· Padang Emergency field hospital is being established using tents. 

· Heavy equipment has also been lowered to evacuate victims buried in building rubble. 

Islamic Relief’s Current Intervention:

· A team is being sent by road, and will arrive in Padang tomorrow (2nd October)

· IR is currently preparing for interventions and has the following stocks available: 

  • 150 tents

  • One water purifier machine that can produce water 5,000 litre per hour.

  • Two generators.

  • 7 vehicles and 30 motorbike
  • Warehousing space through government allocation or private secto

  • 88 staff, including expertise in shelter, watsan, Nutrition, emergency relief distribution. 

· IR also is in constant contact with UN-OCHA, UNICEF, Oxfam, and members of WASH Cluster.

· In 2008/2009 IRI undertook a watsan intervention in Padang Pariaman District and has drilled 22 wells and trained some local communities in water supply system. Thus giving us a good understanding of the communities in the area and their needs. 

Future Plans:

Islamic Relief plans to support 2,000 households in the current days with an initial allocation of 50,000 GPB from IRUK.

The intervention for emergency response will most likely be in the form of transporting existing stocks of tents in for temporary shelter, operating water purifier to provide water, operating generator to activate existing IR drilled wells.  

Islamic Relief is planning on submitting proposals to the DEC and UNOCHA in the following days. The DEC will make a decision by the end of the day whether an appeal will be launched. However, if this goes ahead it will most likely be a ‘South Asia Appeal’ responding to crisis’s in Indonesia, Vietnam and the Philippines.
